Authority to issue a five (5) year permit to the City of Chicago, Department of Streets & Sanitation, for the continued use of a 10’ x 10’ area of District real estate located between Taylor Street and Roosevelt Road along the south bank of the Chicago River in Chicago, Illinois to maintain and operate a concrete/asphalt pad, a front-end loader with a crane attachment, and a roll-off box to collect debris and pollutants from the Chicago River, and to use the District’s jib crane located on-site to off-load its skimmer boat debris baskets.  Consideration shall be a nominal fee of $10.00

Dear Sir:

 

Since June 5, 2008, the Board of Commissioners has authorized five (5) year permits to the City of Chicago, Department of Streets & Sanitation (“City of Chicago”), to maintain and operate a concrete/asphalt pad, a front-end loader with a crane attachment and a roll-off box to collect debris and pollutants from the Chicago River.  The City of Chicago’s current permit expires June 14, 2018.

 

The City of Chicago has requested a new five (5) year permit to allow continued use of this land for these same purposes.  However, included in this new request is the City of Chicago’s request to use a jib crane located on-site that is owned by the District and used by District staff to off-load skimmer boat debris baskets into the City of Chicago’s roll-off box for disposal.

 

The District’s technical departments have reviewed the request and have no objections thereto.  The permit will be subject to certain conditions, including that District staff continue to be allowed to use the City of Chicago’s roll-off box to dispose of debris, that the City of Chicago be responsible for any damage it causes to the jib crane, and that weight capacity limitations be imposed on the City of Chicago’s use of the jib crane.

 

A nominal fee of $10.00 is recommended as is customary for governmental entities using District property for a public purpose.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a five (5) year permit to the City of Chicago, Department of Streets & Sanitation, for the continued use of a 10’ x 10’ area of District real estate located between Taylor Street and Roosevelt Road, along the south bank of the Chicago River in Chicago, Illinois to maintain and operate a concrete/asphalt pad, a front-end loader with a crane attachment, and a roll-off box to collect debris and pollutants from the Chicago River, and to use the District’s jib crane located on-site to off-load its skimmer boat debris baskets.  Consideration shall be a nominal fee of $10.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
