Dear Sir:

 

Authority is requested to add Project 08-171-3P, Westside Imhoff Battery A and Skimming Tanks Demolition at Stickney Water Reclamation Plant to the Engineering Department Capital Improvements Program and the Capital Improvements Bond Fund.  This work is being done as part of the Stickney Master Plan.

 

The purpose of this project is to prepare the Westside Plant for upgrades to be constructed under Contracts 04-128-3P and 04-129-3P, Westside Primary Settling Tanks Battery A Imhoff Replacement and Westside Grit Handling Improvements, respectively.  This project is expected to reduce the amount of time needed to complete the Westside primary settling tanks and aerated grit facilities, as the design of these two contracts can proceed while the demolition contract is underway.  It will also reduce outages of the Westside Plant during construction of those projects.

 

The project consists of the following:

 

1.                     Demolition and removal of Imhoff Battery A tanks and support buildings, including demolishing, crushing, and staging concrete from this battery of 36 tanks, removal of piping from service tunnels within the battery.

 

2.                     Demolition and removal of skimming tanks 1-8, including demolishing, crushing, and staging concrete from these 8 tanks, and removal of piping from the service tunnel.  Load testing of existing pilings will be performed, and the design of the new aerated grit facility, which will occupy this space, will be modified according to the bearing capacity of these piles.  Bulkheads will be installed in the existing Westside fine screens building.

 

3.                     Hazardous material abatement at Westside in Battery A Imhoff tanks operating galleries, skimming tanks 1-8 operating gallery, and the Westside service tunnel.  The pipes in these areas are coated with asbestos containing material, and the paint is lead-based.

 

4.                     Construction of the connection for new preliminary settling tank effluent to the existing conduit from the Westside Plant to Southwest Plant.

 

5.                     Construction of a temporary connection to Imhoff Battery C influent to allow Battery C to be fed by future aerated grit tanks in the interim until Battery C is taken out of service/abandoned.

 

6.                     Construction of a temporary diversion structure to allow flow in excess of 480/mgd to bypass skimming tanks 9-16, which will allow sustained flow of 720/mgd through the Westside Plant.

 

7.                     Modification of existing Westside service tunnel and replacement of utilities therein.  The tunnel will be reused in future work.

 

8.                     Construction of a staging area for crushed concrete.  This concrete will be recycled as fill in the construction of new primary settling tanks.

 

9.                     Construction of an area for use by contractors constructing the new aerated grit and primary settling tanks.

 

The estimated cost of the project is $49,000,000.00.
