Dear Sir:

 

On January 18, 2007, the Board of Commissioners authorized the Director of Procurement and Materials Management to enter into an agreement with USGS, for sewer flow monitoring, in an amount not to exceed $641,585.00.  The original scope of the agreement was to install flow meters that would provide flow data at selected dropshaft locations during storm events.  This data is being used to refine and calibrate the computer models being developed by the University of Illinois that will simulate flows to the Deep Tunnel.  The contract expires on September 30, 2009.

 

This agreement has no prior change orders.

 

Sewer flow monitoring is presently required in the Palos Hills Pumping Station (PHPS) service area to determine the flow contribution from the cities of Hickory Hills and Palos Hills and the Village of Bridgeview to the pumping station during dry and wet weather conditions.  This pumping station has experienced overflow from the upstream and downstream manholes during severe wet weather because of excessive flows from the contributing local systems.  Due to these overflows, the Illinois Attorney General has filed an action and is seeking a consent decree for these communities and the District.  The District desires the flow monitoring to define the contribution of each municipality to the total flow received at the PHPS.  The most expeditious manner to accomplish the flow monitoring is to add the work to the existing agreement with the USGS, who have personnel who specialize in and are dedicated to this activity.  The USGS has submitted a proposal in the amount of $123,205.00 for performance of the work.

 

This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the agreement was signed, and is in the best interest of the District.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase and amend the agreement in an amount of $123,205.00 from an amount of $641,585.00 to an amount not to exceed $764,790.00.  Payments will be made utilizing direct vouchers.

 

Funds are available in Account 401-50000-601410.
