Dear Sir:

 

On November 1, 2007, the Board of Commissioners authorized the issuance of a 14-day permit to use approximately 95 acres of District land along the north and south banks of the Cal-Sag Channel in Blue Island and Calumet Park to host the Southland Regatta - a women’s collegiate rowing event.  The participants were from universities throughout the Midwest.  A similar event was conducted on November 2, 2008, in the same area.

 

The City of Blue Island and the Village of Calumet Park (collectively hereinafter referred to as the “municipalities”) now plan to host a men’s rowing event on May 2, 2009, and have requested that the District again allow them to use District lands located along the north and south banks of the Cal-Sag Channel between Western Avenue and Fay’s Point.  The participants in the men’s rowing events again will be universities from the Midwest.

 

The events will require spectator viewing areas, locations for placement of timing officials, and parking areas for persons attending the events.  The subject 95 acres located along the north and south banks of the Cal-Sag Channel include:

There will be some site preparation work required which may include some brush clearing and establishing of parking areas.  The site preparation work will be handled by the municipalities but will require the prior approval of the District’s M&O Department.

 

The permits will also be subject to any conditions required by the technical departments as well as the standard permit requirements, including indemnification and insurance coverage.  The municipalities  will also assume sole responsibility for all safety, security, and traffic control matters.

 

The permits will be issued for 14 days as this will allow the municipalities the opportunity to prepare the site for the event and a few days after the event to clean up and restore the sites.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of 14-day permits to the City of Blue Island and the Village of Calumet Park for the use of approximately 95 acres of District land located along the north and south banks of the Calumet-Sag Channel between Western Avenue and Fay’s Point for the purpose of hosting 2 collegiate men’s rowing events for a consideration of a nominal fee of $10.00.

It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit agreements after they are approved by the General Counsel as to form and legality.
