Dear Sir:

 

On October 5, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise Contract 16-126-3S Summit Conduit Rehabilitation, SSA at an estimated cost between $1,520,000.00 and $1,840,000.00.

 

In response to a public advertisement of October 25, 2017, a bid opening was held on December 5, 2017. No bids were submitted.  Discussions were held with contractors that requested the contract documents to determine why they did not submit bids.  The reasons given included significant risk associate with grouting infiltration, lack of information associated with flow bypassing requirements and uncertainty in the repair method required for patching the previously installed spiral wound PVC pipe.   The revised contract documents now address each of these issues more clearly.

 

In addition, the Engineering Department re-evaluated the cost estimate and adjusted it due to the following:

 

1.                     Increase in quantity for the injection grouting unit price item.

2.                     Reassessed the bypass requirements during rehabilitation of the sewer.

3.                     Increase in labor cost due to work site access difficulty.

 

The revised cost estimate for this contract is between $2,375,000.00 and $2,875,000.00. The estimated cost range will be stated in the advertisement for bids.

 

The revised tentative schedule for this contract is as follows:

Completion                                        July 27, 2019

 

Funds are available in Account 401-50000-645700.

 

In view of the foregoing, it is requested that authority be granted to increase the cost estimate and re-advertise this contract. If approved, the contract will be re-advertised on May 16, 2018.
