On October 19, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 18-617-11, Power Distribution Equipment Inspection and Repairs. 

 

In response to a public advertisement of February 7, 2018, a bid opening was held on February 27, 2018.  The bid tabulation for this contract is:

 

                     QP TESTING LLC                     $87,272.00

                     CE POWER ENGINEERED SERVICES LLC                     $88,500.00

                     SHERMCO INDUSTRIES, INC.                     *$107,682.00

QP Testing, LLC, the lowest bidder, is not signatory to a union and did not submit the Multi-Project Labor Agreement (MPLA) certification form.  On page MPLA-CC-02, it states “to be eligible for award, your firm must comply with the Multi-Project Labor Agreement and sign the certificate”.  Therefore, their bid is rejected for failure to submit required documentation in accordance with the contract documents.  The Director of Procurement and Materials Management has informed QP Testing, LLC of this action.

 

The next two bidders, CE Power Engineered Services, LLC and Shermco Industries, Inc., failed to provide their post qualification documentation and the MPLA certification form as requested and required in accordance with the contract documents.  The District has made several attempts to obtain the information.  Therefore, their bids are considered non-responsive and rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed CE Power Engineered Services, LLC and Shermco Industries, Inc., of this action.

 

The Maintenance and Operations Department will revise the contract documents and re-advertise in the future.
