Authorization is requested to issue a purchase order and enter into an agreement with PerkinElmer Health Sciences Inc. (PerkinElmer) for preventive maintenance, repair and consumable supplies for two Inductively Coupled Plasma (ICP) instruments and one Inductively Coupled Plasma Mass Spectrometer (ICP-MS) instrument and peripheral accessories at the Stickney and Egan Analytical Laboratories. This purchase order will expire on June 30, 2020.
The PerkinElmer computer-controlled ICP and ICP-MS instruments are used for the analysis of trace metals. Trace metals are routinely analyzed on wastewater samples for the National Pollutant Discharge Elimination System (NPDES) permits at the District’s seven water reclamation plants (WRPs), biosolids, High Strength Waste Organic Material delivered to the Calumet and Stickney WRPs, and for monitoring the water quality in our waterways.
It is critical that this instrumentation remain fully functional and operational daily to provide essential data in the operation of the District’s WRPs, Resource Recovery, and other research projects. The benefits that this service provides are that the ICPs and the ICP-MS are maintained by experts in the operation of this specific equipment, which will keep the instruments in top working condition and significantly reduce downtime due to instrument issues.
PerkinElmer, the sole-service provider for preventive maintenance, repair and consumable supplies for two ICP instruments and one ICP-MS instrument and peripheral accessories, has submitted pricing for the services required. Inasmuch as PerkinElmer is the only source of supply for the goods and services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
PerkinElmer is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with PerkinElmer Health Sciences, Inc. in an amount not to exceed $100,728.80.
Funds for the 2018 expenditures in the amount of $33,344.00 are available in Account 101-16000-612970, 623570. The estimated expenditure for 2019 is $62,384.80, and 2020 is $5,000.00. Funds for the 2019 and 2020 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
