Dear Sir:

 

Contract documents and specifications have been prepared for maintenance services for various small streams in Cook County, Illinois, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to procure labor, small equipment and heavy equipment to remove debris, tree limbs and branches, debris jams, beaver dams, nuisance vegetation and other blockages in order to maintain drainage in the various small streams, overbanks and culverts in Cook County, Illinois on an as-needed basis for a two-year period.

 

The estimated cost for this contract is $5,000,000.00. The estimated 2019 and 2020 expenditures are $2,500,000.00 and $2,500,000.00 respectively.

 

The bid deposit for this contract is $50,000.00.

 

It is anticipated that this contract will employ approximately 150 personnel.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The types of work to be performed under the contract are within the "Excavation" category for establishing Protected Class Enterprises (PCE) utilization goals. The PCE utilization goals, for this contract, are 20% Minority Business Enterprises (MBE), 9% Women’s Business Enterprises (WBE) and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Advertise                                          July 25, 2018

Bid Opening                                          August 21, 2018

Award                                                               September 20, 2018

Completion                                          December 31, 2020

 

Funds for 2019 and 2020 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 19-646-51.
