Authority to issue a 6-month permit to Patrick Engineering, Inc. on Main Channel Parcels 31.02, 31.03 and the Marathon Solids Drying Area in Hodgkins, Illinois to perform surveying work and conduct soil borings and on Main Channel Parcel 34.03 to launch boats from the Summit Boat Launch. Consideration shall be $5,000.00

Dear Sir:
Patrick Engineering, Inc. (“Patrick”) is performing surveying and environmental assessment work on behalf of Wood River Pipe Lines, LLC (“Wood River”). Wood River has an easement from the District to convey jet fuel through a subterranean pipeline located east of I-294 and travels beneath Main Channel Parcels 31.01 through 31.03, the Main Channel, and the Des Plaines River. The easement commenced in 1996 and expires in 2021. Wood River currently pays an annual easement fee of $5,909.13.
Due to the I-294 expansion project undertaken by the Illinois State Toll Highway Authority, the pipeline has to be relocated. Accordingly, Wood River is considering relocating the pipeline to the west side of I-294. As part of this proposed relocation, Patrick has requested a 6-month permit to perform surveying work and conduct soil borings (approximately 4) on Main Channel Parcels 31.02, 31.03 and the Marathon Solids Drying Area in Hodgkins, Illinois. Because its scope of work includes surveying land underwater, Patrick also requests access to the Summit Boat Launch on Main Channel Parcel 34.03 to launch boats into the Main Channel.
The District’s technical departments have reviewed the requests and have no objections thereto. Main Channel Parcels 31.02 and 31.03 are leased to the Cook County Forest Preserve District (“Forest Preserve”). The permit is therefore subject to the Forest Preserve’s consent. A permit fee in the amount of $5,000.00 is recommended, as the pro-rata share of 10% of the fair market value of the land would yield a fee less than the District’s standard permit fee of $5,000.00.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 6-month permit to Patrick Engineering, Inc. on Main Channel Parcels 31.02, 31.03 and the Marathon Solids Drying Area in Hodgkins, Illinois to perform surveying work and conduct soil borings and on Main Channel Parcel 34.03 to launch boats from the Summit Boat Launch. Consideration shall be $5,000.00.
