Report on rejection of bids for Contract 18-618-12 (Re-Bid), Specialized Repairs for Large Motors in the Stickney Service Area, estimated cost $90,000.00

Dear Sir:
On November 16, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 18-618-11, Specialized Repairs for Large Motors.
In response to a public advertisement of February 7, 2018, a bid opening was held on February 27, 2018. No bids were received for this contract.
In response to a public re-advertisement of April 4, 2018, a bid opening was held on April 24, 2018. The bid tabulation for this contract is:
MIDWEST SERVICE CENTER, L.L.C. $112,112.00
L & S ELECTRIC, INC. $134,234.00
Three hundred eighty-one (381) companies were notified of this contract being advertised and twenty-two (22) companies requested specifications.
Midwest Service Center, L.L.C., is not signatory to a union and planned to subcontract work out under our Multi-Project Labor Agreement (MPLA). However, subcontracting to a union contractor is not an acceptable way to comply with the MPLA passed in October, 2017. On page MPLA-CC-02, it states “If the Bidder or any other entity performing work under the contract is not already signatory to a current collective bargaining agreement with a union or labor organization affiliated with the AFL-CIO Building Trades Department and the Chicago and Cook County Building and Construction Trades Council, or their affiliates which have jurisdiction over the work to be performed pursuant to this Contract, it must become a member”. Therefore, their bid is rejected for failure to comply with the requirements in accordance to the Multi-Project Labor Agreement (MPLA). The Director of Procurement and Materials Management has informed Midwest Service Center, L.L.C., of this action.
L & S Electric Inc., did not submit a signed Multi-Project Labor Agreement (MPLA) certificate with their proposal. After the District’s attempt to obtain the certificate, L & S Electric Inc., sent an email to the District stating that they will not sign the MPLA. However, on page MPLA-CC-02, it states “to be eligible for award, your firm must comply with the Multi-Project Labor Agreement and sign the certificate.” Therefore, their bid is rejected for failure to comply with the requirements in accordance with the Multi-Project Labor Agreement (MPLA). The Director of Procurement and Materials Management has informed L & S Electric Inc., of this action.
The Maintenance and Operations Department will re-advertise this contract in the future.
