Dear Sir:

 

On November 17, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 11-240-3P, Organic Waste Receiving Facility and Digester Gas Flare System Upgrade, Calumet Water Reclamation Plant.

 

In response to a public advertisement of December 14, 2016, a bid opening was held on February 14, 2017.  The bid tabulation for this contract is:

 

                     IHC CONSTRUCTION COMPANIES, LLC                     $8,426,000.00

                     JOSEPH J. HENDERSON & SON INC.                     $8,792,000.00

                     F.H. PASCHEN, SN NIELSEN & ASSOCIATES LLC                     $9,164,000.00

                     PATH CONSTRUCTION COMPANY, INC.                     $9,443,750.00

                     

Eight hundred fifteen (815) companies were notified of this contract being advertised and ninety four (94) companies requested specifications.

 

The Engineering Department has informed the Department of Procurement and Materials Management that the facility is no longer required by the District. At this time, the District does not have a means of utilizing the additional digester gas that would be produced by use of this receiving facility.  Therefore, all proposals received are rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed all bidders of this action.

 

The contract will not be re-advertised.  However, the digester gas flare system will be upgraded under a future project.
