TRANSMITTAL LETTER FOR BOARD MEETING OF SEPTEMBER 6, 2018

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Acting Executive Director

Title

Report on rejection of proposals for 15-EOI-02, Expression of Interest, Liquid Organic Waste Delivery to the Stickney and Calumet Water Reclamation Plants

Body

Dear Sir:

On August 6, 2015, the report on advertisement for the request for proposal 15-EOI-02, Expression of Interest, Liquid Organic Waste Supply Delivery to the Stickney and Calumet Water Reclamation Plants, was sent to the Board of Commissioners.

On September 2, 2015, the request for proposal was advertised and responses were received on September 25, 2015.

Twenty one (21) firms were notified and thirty-two (32) firms requested proposal documents.  The tabulation of proposers is as follows:

                     THE AMERICAN BOTTLING COMPANY

DARLING INGREDIENTS, INC. D/B/A DARPRO SOLUTIONS

                     DOUMAK, INC.

                     EMERSON-GRIND2ENERGY

                     GELITA USA

                     GREEN SEED ENERGY

                     GTM STRATEGIES

LIQUID ENVIRONMENTAL SOLUTIONS OF ILLINOIS

ORGANIC SOLUTION MANAGEMENT

KAPPA PRODUCTS CORPORATION

SOLVAY

SYNAGRO CENTRAL LLC

The purpose of the EOI was to generate information and determine how the District may proceed with liquid organic waste delivery at the Stickney and Calumet Water Reclamation Plants.  The information submitted by the proposers was used to prepare a subsequent Request for Proposal to solicit proposals for an organic waste supply chain manager.  The District will not be directly pursuing any of the proposals offered by the firms.  Therefore, all responses are being rejected in the public’s best interest.  The Director of Procurement and Materials Management has notified all firms of this action.

The request for proposal 15-EOI-02 will not be re-advertised.

Respectfully Submitted, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:cm
