Title: Report on rejection of proposals for 17-RFP-14, Biogas Purchaser for Vehicle Fuel from the Calumet Water Reclamation Plant

TRANSMITTAL LETTER FOR BOARD MEETING OF SEPTEMBER 6, 2018

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Acting Executive Director

Title

Report on rejection of proposals for 17-RFP-14, Biogas Purchaser for Vehicle Fuel from the Calumet Water Reclamation Plant

Body

Dear Sir:

On November 3, 2016, the report on advertisement for the request for proposal 17-RFP-14, Biogas Purchaser for Vehicle Fuel from the Calumet Water Reclamation Plant, was sent to the Board of Commissioners.  It was anticipated that the successful proposer will construct a fueling station in the vicinity of the interchange at 130th Street and I-94, and sell compressed natural gas (CNG) for vehicle fuel.

On May 17, 2017, the request for proposal was advertised and responses were received on July 21, 2017.

Fifty two (52) firms were notified of this request for proposal (RFP) and thirty one (31) firms requested proposal documents.  The tabulation of proposers is as follows:

                     BP ENERGY COMPANY

ELEMENT MARKETS RENEWABLE ENERGY, LLC

RESOURCE RECOVERY CALUMET LLC (RRCL)

SUSTAINABLE ECONOMIC AND ENVIRONMENTAL DEVELOPMENT, INC. (SEED)

D/B/A GREEN SEED ENERGY; AND OZINGA ENERGY LLC

District staff is currently re-evaluating digester gas utilization, therefore securing a biogas purchaser for vehicle fuel is premature.  It is recommended to reject all proposals.  The Director of Procurement and Materials Management concurs.  Therefore, all proposals submitted under this RFP are rejected in the public’s best interest. The Director of Procurement and Materials Management has informed all proposers of this action.

The RFP will not be re-advertised.

Respectfully Submitted, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:cm
