Dear Sir:

 

On June 21, 2018, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 18-025-11 furnish and deliver plumbing pipe, fittings and valves to various locations for a one year period, beginning approximately September 1, 2018 and ending August 31, 2019.

 

In response to a public advertisement of June 27, 2018, a bid opening was held on July 24, 2018. The bid tabulation for this contract is:

Five hundred ninety-four (594) companies were notified of the contract being advertised and thirty-two (32) companies requested specifications.

 

Columbia Pipe and Supply Company, the lowest bidder for Groups A and C, has indicated that they could not guarantee their bid pricing for the term of the contract, which is a requirement of this contract. Therefore, Columbia’s bid has been rejected as non-responsive. The Director of Procurement and Materials Management has notified Columbia Pipe and Supply Company of this action.

 

Cicero Mfg. & Supply Company, Inc., the lowest bidder for Group D, offered the District several items in this group which were not per MWRD Board of Standards Specification 05-03-07-01, which is a requirement of this contract. MWRD Board of Standards Specification 05-03-07-01 states that all malleable iron fittings and unions be manufactured in the United States. The vendor confirmed that the items they were offering are manufactured overseas. Therefore, Cicero’s bid for this contract has been rejected as non-responsive. The Director of Procurement and Materials Management has informed Cicero Mfg. & Supply Company, Inc., of this action.

 

Marco Supply Company, Inc., d.b.a. Johnson Pipe & Supply Company, Inc., the lowest responsible bidder for Groups A, B, C, D, F, G, H, I, and J, is proposing to perform the contract in accordance with the specifications. The estimated cost for Groups A, B, C, D, F, G, H, I, and J of this contract was $308,000.00, placing the total bid of $288,865.05 approximately 6.21 percent below the estimate.

 

Griffith Windustrial Company, the lowest responsible bidder for Group E, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group E was $18,000.00, placing the bid of $16,992.90 approximately 5.59 percent below the estimate.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.

 

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because it is primarily a furnish and deliver contract.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 18-025-11, Groups A, B, C, D, F, G, H, I, and J to Marco Supply Company, Inc., d.b.a Johnson Pipe & Supply Company, Inc., in an amount not to exceed $288,865.05, and Group E to Griffith Windustrial Company in an amount not to exceed $16,992.90.

 

There was no bid deposit required for this contract.

 

Purchase orders will be issued for the material as required.  Payment will be based on the unit cost as indicated in the contract documents.  Funds are available in Account 101-20000-623090.
