Dear Sir:

 

Contract documents and specifications have been prepared for Contract 19-690-11, Beneficial Reuse of Biosolids from LASMA, CALSMA and the Egan Water Reclamation Plant, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to obtain services necessary to collect and transport semi-dry biosolids and centrifuge cake from various District sites, and apply these biosolids products to privately owned agricultural land for the purpose of adding beneficial nutrients and organic matter to the soil. The contractor will also be required to provide agronomic management, public relations and community awareness programs to ensure the success of the District’s biosolids utilization operations.

 

The estimated cost for this contract is $10,200,000.00. The estimated 2019, 2020 and 2021 expenditures are $2,941,000.00, $3,400,000.00 and $3,859,000.00, respectively.

 

The bid deposit for this contract is $102,000.00.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because of the specialized nature of the work, which includes the beneficial reuse of biosolids, which is customarily performed within the farming industry, rather than within the jurisdiction of local unions.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract for Bid Items A1, A3, B1, B3, B5, B6, B7, B8 and B9. The type of work to be performed under these Items is within the “Hauling Services” category for establishing Minority Business Enterprises (MBE), Women’s Business Enterprises (WBE) and Small Business Enterprises (SBE) utilization goals. The associated utilization goals for these Items are 20% MBE, 13% WBE and 10% SBE. Affirmative Action goals will not be included for Items A2, B2 and B4, pertaining to land application, agronomic management and public outreach, due to the lack of available MBE, WBE and SBE firms needed to perform the requested services.

 

It is estimated that this contract will employ 45 personnel.

 

The tentative schedule for this contract is as follows:

Award                                                               February 7, 2019

Completion                                           December 31, 2021

 

Funds are being requested in 2019, in Account 101-66000-612520, and are contingent on the Board of Commissioners' approval of the District's budget for that year. Funds for the subsequent years, 2020 and 2021, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 19-690-11.
