Dear Sir:

 

Contract documents and specifications have been prepared for the procurement of services for truck hauling of processed biosolids from LASMA and CALSMA, for a three-year period, at the request of the Maintenance and Operations Department.

 

The contract specifications require the contractor to furnish the specified number of trucks and drivers for loading and transporting processed biosolids from lagoons and drying sites at LASMA and CALSMA, to drying areas and various controlled solids distribution sites, such as golf courses and park districts, during the 2019, 2020 and 2021 drying seasons.

 

The estimated cost for this contract is $6,174,000.00. The estimated 2019, 2020 and 2021 expenditures are $1,958,000.00, $2,058,000.00 and $2,158,000.00, respectively.

 

The bid deposit for this contract is $123,000.00.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Hauling Services” category for establishing Minority Business Enterprises (MBE), Women’s Business Enterprises (WBE), and Small Business Enterprises (SBE) utilization goals. The associated goals for this contract, are 20% MBE, 13% WBE and 10% SBE.

 

It is estimated that this contract will employ 45 personnel.

 

The tentative schedule for this contract is as follows:

Advertise                                          December 12, 2018

Bid Opening                                          January 22, 2019

Award                                                               February 7, 2019

Completion                                           December 31, 2021

 

Funds are being requested in 2019, in Account 101-66000-612520, and are contingent on the Board of Commissioners' approval of the District's budget for that year. Funds for the subsequent years, 2020 and 2021, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 19-691-11.
