MOTION to amend File No. 18-1147 (Agenda Item No. 38) Authority to adopt a policy for increasing contracting opportunities with the Metropolitan Water Reclamation District of Greater Chicago for veteran-owned and operated small business enterprises to be designated as Appendix V (Deferred from the November 1, 2018 Board Meeting)

I hereby move to amend File No. 18-1147 Agenda Item No. 38 by amending Section 2 - Definitions and Section 4 - Contract Goals as follows:

 

                     Sec. 2 - An “Eligible Veteran” means an individual who has been a member of the armed forces of the United States and has served for a total of at least six months, or for the duration of hostilities regardless of the length of engagement, and:

 

                     1. was discharged on the basis of hardship; or

                     2. was released from active duty because of a service-connected disability; or

                     3. was discharged under honorable conditions.

 

                     Former members of the military with the following type of discharge are excluded from the District’s Veterans Contracting Policy:  Dishonorably Discharged, Bad Conduct Discharge, and General Discharge Under Other-than-Honorable Conditions.

                     Sec. 4 - VBE goals are separate from the Minority Business Enterprise (MBE), Women’s Business Enterprise (WBE) and Small Business Enterprise (SBE) goals.  Under the proposed VBE Policy, an MBE, WBE or SBE who is also a veteran may be dual utilized to fulfill both goals.  However, the 3% veteran’s goal must be accomplished in addition to the MBE, WBE and SBE goals set forth in the contract.
