Dear Sir:

 

Tri-State Fire Protection District (“Fire District”) has requested a five (5) year permit to use the dock facility/boat launch located on Main Channel Parcel 30.05 and access road on Parcels 30.05, 30.06, 31.01, 31.05, and 31.06, and to install a “knox box” on the District’s gate on Parcel 30.06 in Willow Springs, Illinois.  The Fire District is a Special District created by Illinois statute for the prevention and control of fire and the underwater recovery of drowning victims within certain boundaries of Darien, Willowbrook, Burr Ridge, Willow Springs, and unincorporated DuPage County, Illinois.  Under the permit, the Fire District will conduct routine training and rescue operations in the Main Channel, as well as respond to any fire emergency at the Valvoline, Inc./Valvoline, LLC (“Valvoline”) leasehold located at Parcel 30.05. The “knox box” is a key vault that will house keys belonging to the Fire District for access to nearby buildings or gates, including the District’s gate.  The box will remain locked at all times unless opened by the Fire District.

 

Parcels 30.06, 31.05, and 31.06 contain the District’s drying beds and Parcel 31.01 is currently vacant.  Parcel 30.05 is leased to Valvoline until April 14, 2033.  The permit is therefore subject to the written consent of Valvoline.

 

The District's technical departments have reviewed this request and have no objections thereto.  A nominal fee of $10.00 is recommended as is customary for governmental entities using District property for a public purpose.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a five (5) year permit to the Tri-State Fire Protection District to use the dock facility/boat launch located on Main Channel Parcel 30.05 and access road on Parcels 30.05, 30.06, 31.01, 31.05, and 31.06, and to install a “knox box” on the District’s gate on Parcel 30.06 in Willow Springs, Illinois.  Consideration shall be a nominal fee of 10.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
