Body

Dear Sir:

Contract documents and specifications have been prepared for repairs, service and parts for American Sigma/Hach auto samplers, flowmeters and sampling accessories. This contract is for two years, beginning July 1, 2019 through June 30, 2021.

The purpose of this contract is to repair, service, and certify accuracy of flow meters, repair and service automatic samplers, and provide custom sampling accessories for the Monitoring and Research Department, Industrial Waste Division at the Stickney Water Reclamation Plant.  This is a recurring service that will reduce the need for purchasing new equipment and ensure the District’s compliance to keep up with mandated sampling requirements.

The estimated cost for this contract is $61,000.00.  The estimated 2019, 2020, and 2021 expenditures are $10,365.00, $32,000.00, and $18,635.00, respectively.

The bid deposit for this contract is $3,050.00.

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

The tentative schedule for this contract is as follows:

Advertise                                          March 6, 2019

Bid Opening                                          March 26, 2019

Award                                                               May 2, 2019

Completion                                          June 30, 2021

Funds for the current year are available in Accounts 101-16000-612970 and 623570.  Funds for subsequent years, 2020 and 2021, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 19-109-11.

Requested, Edward W. Podczerwinski, Director of Monitoring and Research, EP:KB:MJ:SSP:vp

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management
