Title

Report on rejection of bids for Contract 18-916-21, Sludge Pump Replacements at Stickney Water Reclamation Plant, estimated cost $825,000.00

Body

Dear Sir:

On October 4, 2018, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 18-916-21, Sludge Pump Replacements at Stickney Water Reclamation Plant.

In response to a public advertisement of November 14, 2018, a bid opening was held on December 4, 2018.  The bid tabulation for this contract is:

INDEPENDENT MECHANICAL INDUSTRIES, INC.                     $865,000.00

One thousand two hundred eighty-five (1,285) companies were notified of this contract being advertised and fifty (50) companies requested specifications.

Under Section 70 ILCS 2605/11.11 of the Procurement Act, the Director of Procurement and Materials Management has the authority to reject bids if the bidder is not deemed a responsible bidder.  Therefore, based on the conduct giving rise to the board action of December 20, 2018, under File #18-1317, regarding the Settlement and Compliance Agreement with Independent Mechanical Industries, Inc. (IMI), the sole bid received from IMI is rejected under Section 70 ILCS 2605/11.11, 70 ILCS 2605/11.12 and in the public’s best interest.

The Director of Procurement and Materials Management has advised IMI of this action.

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:cm

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Procurement
