I respectfully submit the following legislative initiative and recommendation to the Board of Commissioners for their consideration and guidance.

 

Legislative Initiative No. 1

 

Amend Section 9.6a. of the District’s Act to extend the sunset date for the issuance of non-referendum capital improvement obligations from December 31, 2024 to December 31, 2034.

 

The District’s Act currently authorizes the use of non-referendum obligations to finance a capital improvement program until December 31, 2024. The District typically asks the Illinois General Assembly for an extension of this authority four to five years prior to its expiration.

 

The District’s capital improvement program needs for the foreseeable future require the utilization of the full limits in bonding authorization allowed by this Statute. The District cannot allow for this authorization to lapse as important projects would be subject to deferral or cancellation.

 

This legislation would extend the sunset date for the issuance of non-referendum capital improvement obligations from December 31, 2024 to December 31, 2034.
