TRANSMITTAL LETTER FOR BOARD MEETING OF SEPTEMBER 19, 2019

COMMITTEE ON REAL ESTATE

Mr. Brian A. Perkovich, Executive Director

Title

Authority to issue a 5-year permit to the U.S. Geological Survey to install, operate, and maintain a streamflow gaging station and rain gage on District property located on the north bank of the Calumet Union Drainage Canal, east of Dixie Highway in Markham, Illinois.  Consideration shall be a nominal fee of $10.00

Body

Dear Sir:

The U.S. Geological Survey (“USGS”) has requested a 5-year permit to install, operate and maintain a streamflow gaging station and rain gage on District property located on the north bank of the Calumet Union Drainage Canal, east of Dixie Highway in Markham, Illinois.

The USGS currently maintains and operates seven streamflow gaging stations and two rain gages within Cook County, Illinois.  All of the gaging stations provide data that the District has used in the development of the Detailed Watershed Plans and will continue to use in future planning and design of capital improvement projects.

One of the streamflow gages and rain gages is currently located in Natalie Creek in Midlothian, Illinois.  Due to the ongoing construction of the District’s Flood Control Project on Natalie Creek, the USGS requested to relocate the streamflow gage and rain gage to the new referenced location.  A companion letter seeking authority to enter into a joint funding agreement with the USGS is on today’s agenda and also references this new location to install the streamflow gage and rain gage.

The District’s technical departments have reviewed the USGS’s request and have no objections thereto.  A nominal fee of $10.00 is requested as is customary for public agencies using District land for a public purpose.

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 5-year permit to the U.S. Geological Survey to install, operate, and maintain a streamflow gaging station and rain gage on District property located on the north bank of the Calumet Union Drainage Canal, east of Dixie Highway in Markham, Illinois.  Consideration shall be a nominal fee of $10.00.

It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.

Requested, Susan T. Morakalis, General Counsel, STM:JJZ:MLD:vp

Recommended, Brian A. Perkovich, Executive Director

Disposition of this agenda item will be documented in the official Regular Board Meeting Minutes of the Board of Commissioners for September 19, 2019
