Authority to commence statutory procedures to lease up to 73± acres of District real estate located south of the Lockport Powerhouse between the Des Plaines River and the Main Channel in Crest Hill, Illinois; Main Channel Parcel 13.02

Dear Sir:

 

The District has investigated its vacant land holdings to identify certain District parcels that may be suitable for leasing for the installation of a photovoltaic solar plant. Based on this review, Main Channel Parcel 13.02, which is located south of the Lockport Powerhouse between the Des Plaines River and the Main Channel in Crest Hill, Illinois, has been identified as a viable site for solar development. This site was selected because it has been vacant for many years, contains level areas suitable for solar facilities, and is in close proximity to an electrical substation. 

 

Pursuant to the District’s statute, District leases may contain such terms and conditions, including restrictions as to permissible use of the property, as considered in the best interests of the District by the Board of Commissioners upon recommendation of the Executive Director. As a result, it is recommended that the Board restrict the permissible use of this site to the development of solar power.  

 

The District’s technical departments have reviewed this site to ensure that it is not currently needed for corporate use and have no technical objections to making this site as available for lease. Upon receiving authority to commence leasing procedures, staff will obtain two appraisals and will then seek authority from the Board of Commissioners to advertise the site (or a portion thereof) as available for lease for the development and operation of a solar power facility.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the General Counsel to commence statutory procedures to lease up to 73± acres of District real estate located south of the Lockport Powerhouse between the Des Plaines River and the Main Channel in the City of Crest Hill, Illinois; Main Channel Parcel 13.02, upon the terms and conditions set forth herein.
