Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with PerkinElmer Health Sciences, Inc., (Perkin Elmer), for a software upgrade on three laboratory instruments located at the Stickney and Egan Water Reclamation Plants (WRPs) for the Analytical Laboratories Division. This purchase order will expire on December 31, 2019.
This product will replace the current Windows 7 software and instrument software, which expires December 31, 2019 and will no longer be supported on these instruments. The software upgrade will be used to control two Inductively Coupled Plasma-Optimal Emission Spectrometry instruments, one Inductively Coupled Plasma-Mass Spectrometry instrument, and process data for the District’s seven WRPs, industrial waste, ambient waterways, and other types of samples.
Perkin Elmer, the sole-service provider to upgrade the three instruments, has submitted pricing for the services required. Inasmuch as Perkin Elmer is the only source of supply for the services and consumables required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
Perkin Elmer is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement (MPLA) is not applicable because the classification of work does not fall within the provisions of the MPLA.
In view of the foregoing it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Perkin Elmer in an amount not to exceed $18,340.00.
Funds are available in Account 101-16000-623800.
