Dear Sir:

 

Authorization is requested to issue a purchase order to DBS Manufacturing, Inc., to furnish and deliver final tank drive parts to the O’Brien and Calumet Water Reclamation Plants.  The O’Brien WRP will receive a DBS Type-F Primary Speed Reducer 171-0190-12V and the Calumet WRP will receive a DBS Type-F Primary Speed Reducer 171-0190-7VSS.  These parts will be delivered by December 31, 2019.  The cost of freight, which will not be known until the parts are ready to be shipped, will be added to the invoice.

 

DBS Manufacturing, Inc., the sole source provider for these DBS Type-F Primary Speed Reducers, submitted prices for these parts as required.  Inasmuch as DBS Manufacturing, Inc., is the only source of supply for these parts, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

DBS Manufacturing, Inc. is not registered to transact business in Illinois, but they are registered, active, and in good standing in the State of Georgia.  The Department of Procurement and Materials Management has received approval from the Director of Maintenance and Operations to move forward with the recommendation to award.

 

The Multi-Project Labor Agreement and Affirmative Action, Revised Appendix D and Appendix V are not applicable to this requisition because it is primarily a furnish and deliver contract.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order to DBS Manufacturing, Inc., in an amount not to exceed $24,853.60.

 

Funds are available in Accounts 101-67000, 68000-623270.
