Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for a review of the District Affirmative Action Program, at the request of the Diversity Section.

 

The purpose of this contract is to conduct a disparity study to determine if a quantitative and qualitative disparity exists in awarding MWRD construction and professional service contracts that necessitates the continuation of the MWRD Affirmative Action Program in its present form and/or adopt a revised ordinance.  Data should be reviewed approximately every 5 to 6 years to evaluate whether race and gender based barriers have been reduced such that affirmative action efforts are no longer needed, and if such measures are necessary, to ensure that they remain narrowly tailored.

 

The estimated cost for this RFP is $200,000.00.

 

A bid deposit is not required for this RFP.

 

Appendix A and Appendix V will be included in the RFP. The type of work to be performed under this contract is within the professional service category for establishing goals. The goals for this contract are: 10% MBE and/or WBE, 10% SBE and 3% VBE.

 

The tentative schedule for this contract is as follows:

Advertise                     October 3, 2019

Proposals Received                     October 25, 2019

Award                     November 21, 2019

Completion                     May 7, 2020

 

Funds for the 2019 expenditure in the amount of $200,000.00 will available in Account 101-15000-612430 contingent upon approval of a funds transfer, also submitted for this October 3, 2019 Board meeting.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 19-RFP-39.
