Authority to settle the Property Loss of the Village of Roselle Claim # AP 1460, in the sum of $42,740.32, arising out of the December 17, 2018 Village of Roselle Main Force Repair, Account 901-30000-667220

Dear Sir:
On December 17, 2018, the Village of Roselle was notified of a potential break in their force main located at 714 S. Plum Grove Rd in Schaumburg. Due to the location of repairs under Plum Grove Rd, the Village of Roselle hired an outside contractor to perform repairs. Work began on December 18, 2018 to expose the source of the problem. Repairs were made to the Village of Roselle force main and the area was restored.
It was determined that the District’s force main was installed via directional boring/drilling through the bottom of the Village of Roselle force main. It was further determined that the District was responsible for the cause of the Village of Roselle’s force main break and the subsequent repairs required. The District’s force main installation was work performed under Engineering Contract 04-491-3S, titled “Egan Sludge/Centrate Pipeline Replacement, Schaumburg, Illinois” and the start and completion dates of the Contract were March 3, 2007 and July 27, 2008 respectively.
The major contract scope of the work included the construction of approx. 7,349 feet of 14-inch diameter HDPE force main using directional drilling and open cut methods, air relief and blow off structures, air relief structure and clean-out structures, and abandonment of existing 10-inch diameter force main and structures. The existing force main (sludge/Centrate pipeline) was replaced between the Egan Water Reclamation Plant to near the Schaumburg Public Works office located at 714 South Plum Grove Road, Schaumburg, IL 60193.
Subsequently, the Village of Roselle presented a subrogation demand with supporting documentation to the District. The demand and documentation were carefully reviewed for appropriateness and accuracy.
The District is now responsible for payment of $42,740.32, which will reimburse the Village of Roselle for expenses associated with the contracted work to repair the force main.
The Director of Human Resources believes this settlement is in the best interest of the District and requests payment in the amount of $42,740.32 to the Village of Roselle be approved and she be authorized to execute such documents as may be necessary to effect the settlement.
