Report on rejection of bids for Contract 16-708-22 (Re-Bid), Repair and Rehabilitation of the Gloria Alitto Majewski Reservoir and Kirie Water Reclamation Plant, estimated cost $600,000.00

Dear Sir:

 

On June 6, 2019, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 16-708-21, Repair and Rehabilitation of the Gloria Alitto Majewski Reservoir and Kirie Water Reclamation Plant. 

 

On August 8, 2019, authorization to amend the Board Order of June 6, 2019 was approved by the Board of Commissioners.

 

In response to a public advertisement of August 21, 2019, a bid opening was held on October 1, 2019.  All bids were rejected as reported at the Board Meeting of May 7, 2020.

 

On May 7, 2020, authorization to decrease cost estimate from $1,200,000.00 to $600,000.00 was approved by the Board of Commissioners.

 

In response to a public re-advertisement of July 29, 2020, a bid opening was held on September 1, 2020.  The bid tabulation for this contract is:

 

                     IHC CONSTRUCTION COMPANIES, L.L.C.                     $1,213,000.00

                                                              

A review of the bid, IHC Construction Companies, L.L.C., revealed that the bid is approximately 102 percent over the District’s estimate and considered too high for award.  Therefore, the bid is rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed IHC Construction Companies, L.L.C., of this action.

 

The Maintenance and Operations (M&O) Department will reevaluate the scope and explore other alternatives to complete the work.
