Dear Sir:
 
On May 5, 2011, the District's Board of Commissioners ("Board") ratified the issuance of a 1-year permit to the United States Fish and Wildlife Service ("FWS") to use the boat ramp on Main Channel Parcel 15.05 to launch and retrieve boats used to collect and analyze aquatic species in the Main Channel and to conduct sonar surveys to test the efficacy of the Army Corps of Engineers' ("Corps") electric barriers.  The Corps operates two electric aquatic nuisance species barriers in the Main Channel north of the 135th Street Bridge.  The permit is set to expire on April 30, 2013, and FWS has requested an additional 5-years to continue to use Parcel 15.05 to launch boats.
 
FWS plans to continue to collect fish in and around the electric barriers and to continue to conduct caged fish studies to observe fish behavior within the barriers.  FWS will be responsible for implementation of safety protocols for its boats and their crews and for coordination of its collection schedule with other governmental or private entities issued permits to use the Parcel 15.05 boat launch.
 
It is recommended that the Board authorize the issuance of the permit extension for a nominal fee of $10.00 as is customary with governmental entities that use District property for public purposes.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 5-year permit to U. S. Fish and Wildlife Service to use Main Channel Parcel 15.05 in Lockport, Will County, Illinois to launch and retrieve boats used to collect and analyze aquatic species in the Main Channel.  Consideration shall be a nominal fee of $10.00.
 
It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit agreement once approved by the General Counsel as to form and legality.
