Dear Sir:
 
On May 15, 2012, the District's Board of Commissioners authorized a 9-month permit to the Village of Lemont ("Village") to use a 1-acre portion of Main Channel Parcel 23.04 located along the south bank of the Main Channel and east of the Lemont Road Overpass in Lemont, Illinois, for the storage of approximately 2,000 tons of road salt.  The permit expires February 28, 2013 and the fee is $6,500.00.
 
The Permit was conditioned upon the Village submitting and the District approving the Village's Operational Plan for minimizing, containing, and properly treating and/or disposing of any runoff into the Main Channel from the salt terminal operations as well as covering the salt piles.  The salt is stored only on the concrete portion of Main Channel Parcel 23.04.
 
The Village has advised the District that due to the unseasonably mild winter weather, it has used only 1,000 tons of the approximately 2,000 tons of road salt stored on the permit premises.  A 3-month permit extension is being requested to allow the Village to continue to use the subject property for the same permitted use and terms and conditions as allowed under its current permit.
A permit fee of $2,167.00 is recommended which represents the pro-rata share of 10% of the appraised fair market value of nearby comparable sites.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 3-month permit extension to the Village of Lemont for the continued use of a 1-acre portion of Main Channel Parcel 23.04 located along the south bank of the Main Channel and east of the Lemont Road Overpass in Lemont, Illinois, for the storage of approximately 2,000 tons of road salt. Consideration shall be $2,167.00.
 
It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit extension after same is approved by the General Counsel as to form and legality.
