The City of Northlake (City) approached the District to discuss the possibility of coordinating their plans for a comprehensive wetland and riparian area restoration project with the District's Lower Des Plaines River Detailed Watershed Plan (DWP) Project ADCR-7B.  As originally contemplated, the DWP project included streambank stabilization along Wolf Road on Addison Creek in Northlake with a Benefit-to-Cost Ratio of 2.9 based on a benefit of $1,289,461.00 at a cost of $439,000.00.
 
While the DWP project would address the critical erosion impacting Wolf Road, the City has developed preliminary plans to stabilize the streambank along Wolf Road as well as remove two degraded dams, restore riparian areas, and create new wetland areas.  The City has estimated the cost of their project at $3,000,000.00.  In a letter dated January 7, 2013 (attached) to the District, the City indicated that funding in the amount of $2,000,000.00 has been allocated by the City and the Addison Creek River Conservancy District (ACRCD) for their project and requested that the District provide $1,000,000.00 in funding in lieu of proceeding with the DWP project.  Based on the estimated benefits of our DWP project, the request for funding from the City is reasonable in that it is less than the total benefits that would have been provided by ADCR-7B.
 
Based on the foregoing, the Engineering Department recommends that the District be authorized to begin negotiations with the City for an intergovernmental agreement (IGA) that will include provisions allowing for the District to provide funding towards the construction of the City's project in an amount of $1,000,000.00 and requiring the City to award the construction contract in conformance with the District's Purchasing Act, the City to assume perpetual M&O responsibilities, and the City to design and provide construction oversight of the project.  Once the parties agree in principle, authority to enter into an IGA will be sought from the Board of Commissioners.
