Dear Sir:
 
On June 5, 2008, the District's Board of Commissioners authorized a 5-year permit to the City of Chicago, Department of Streets & Sanitation ("City of Chicago"), to install an 8' x 8' concrete/asphalt pad, a small electric crane to offload its new skimmer boat and a roll-off box to collect debris and pollutants from the Chicago River.  The permit expires June 14, 2013.
 
The City of Chicago has not installed the originally-proposed electric crane and uses a front-end loader with a crane attachment to remove the skimmer boat basket and unload the debris into the roll-off box.  The City of Chicago has requested a new 5-year permit for the continued use of the subject property.
 
The District's technical departments have reviewed the request and have no objections thereto.  The District's debris boat will also use the roll-off box to dispose of debris it collects.
 
A nominal fee of $10.00 is recommended as is customary for governmental entities for public purposes.  
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 5-year permit to the City of Chicago, Department of Streets & Sanitation, for the continued use of a 10' x 10' area of District real estate located between Taylor Street and Roosevelt Road, along the south bank of the Chicago River in Chicago, Illinois, to maintain and operate a concrete/asphalt pad, a front-end loader with a crane attachment and a roll-off box to collect debris and pollutants from the Chicago River.  Consideration shall be $10.00.
 
It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
