Title
Authority to issue a 3-month permit to Arcadis U.S., Inc. to use an approximately 3,000 sq. ft. area of District real estate located in Willow Springs, Illinois, and known as Main Channel Parcel 31.01, as a construction staging area for the maintenance and repair of Buckeye Partners' 14" petroleum pipeline. Consideration shall be a document preparation fee of $2,500.00

Dear Sir:
Buckeye Partners, L.P. ("Buckeye") has a 25-year easement to reconstruct, operate, maintain, repair and remove an existing 14" petroleum pipeline across District real estate located in Willow Springs, Illinois, and known as Main Channel Parcels 31.01, 31.02 and 31.03. The easement expires June 22, 2021.
Arcadis U.S., Inc. ("Arcadis") is performing maintenance and repair work on Buckeye's pipeline within Buckeye's easement premises located on Main Channel Parcel 31.01. Arcadis has requested to use an approximately 3,000 sq. ft. area of Parcel 31.01 located outside of Buckeye's easement premises as a construction staging area.
The District's technical departments have reviewed Arcadis' request to use a portion of Parcel 31.01 as a staging area and there are no objections to issuing this permit.
A fair market value fee on the site would yield less than the District's minimum $2,500.00 fee. A $2,500.00 document preparation fee is therefore recommended.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 3-month permit to Arcadis U.S., Inc. to use an approximately 3,000 sq. ft. area of District real estate located in Willow Springs, Illinois, and known as Main Channel Parcel 31.01, as a construction staging area for the maintenance and repair of Buckeye Partners' 14" petroleum pipeline. Consideration shall be a document preparation fee of $2,500.00.
It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
