Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with John Anspach Consulting, for professional engineering services for Contract 06-212-3M Calumet TARP Pump Station Improvements, CWRP. This purchase order will expire on December 31, 2015.
John Anspach Consulting, the sole service provider of custom pump specification submittal review, has submitted prices for the services required.  Mr. Anspach was hired by the District's design consultant, AECOM, in 2008 to determine the cause of frequent failures of four 72 MGD pumps that were installed in the Calumet TARP Pump Station.  Since that time, he has become intimately familiar with the unique conditions imposed on the Calumet TARP pumps and has transferred that experience into writing the specifications for the replacement pumps.  It is these replacement pumps for which Mr. Anspach will be reviewing the submittals for Contract 06-212-3M under this purchase order.  Inasmuch as John Anspach Consulting is the only source of supply for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).  
 
John Anspach Consulting is a sole proprietorship, and as such, is not required to register with the State of Illinois.  He is required to register with the county in which he is located and John Anspach Consulting is in good standing with the County of Lake.
The Multi-Project Labor Agreement is not applicable because the classification of work does not fall within the provisions of the MPLA.
Appendix A does not apply to this contract because the dollar amount falls under the $100,000.00 threshold.
In view of the foregoing it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with John Anspach Consulting, in an amount not to exceed $26,500.00.
Funds are available in Account 401-50000-601440.
