Mr. David St. Pierre, Executive Director

Title
Report on rejection of bids for Contract 13-675-11, Janitorial Services at the Calumet and Egan Water Reclamation Plants, estimated cost $229,500.00
Body

Dear Sir:

On January 3, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, 13-675-11 Janitorial Services at the Calumet and Egan Water Reclamation Plants.

In response to a public advertisement of February 27, 2013, a bid opening was held on March 19, 2013.  The bid tabulation for this contract is:

GROUP A:  EGAN WRP
PERFECT CLEANING SERVICE CORPORATION      $83,225.00
ECO CLEAN MAINTENANCE, INC.      $85,603.00
RJB PROPERTIES, INC.      $129,134.60
GSF USA, INC.      *$148,800.00

GROUP B:  CALUMET WRP
PERFECT CLEANING SERVICE CORPORATION      $93,951.00
ECO CLEAN MAINTENANCE, INC.      $133,864.20
RJB PROPERTIES, INC.      $139,215.00
GSF USA, INC.      *$160,342.28
      *corrected total

Three hundred fifteen (315) companies were notified of this contract being advertised and twenty (20) companies requested specifications.

All bids are being rejected because the contract was advertised with the requirement of the Multi-Project Labor Agreement (MPLA).  The MPLA should not have been included in the contract because the classification of work (janitorial services) does not fall within the provisions of the MPLA.

The Director of Procurement and Materials Management has notified all bidders of this action.

The Maintenance and Operations Department will re-advertise this contract without the MPLA in the near future.

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:klv
Respectfully Submitted, Barbara J. McGowan, Chairman, Committee on Procurement
Disposition of this agenda item will be documented in the official Regular Board Meeting Minutes of the Board of Commissioners for June 20, 2013
