Dear Sir:
 
On January 3, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-814-21 Furnish, Deliver and Install a Sawdust Collection System and Modify a Shop Fume Exhaust System at the Calumet Water Reclamation Plant.
 
In response to a public advertisement of March 27, 2013, a bid opening was held on April 23, 2013.  The bid tabulation for this contract is:
 
TAL-MAR CUSTOM METAL FABRICATORS CORP.      $93,663.75
A.H.C. MECHANICAL SERVICES LLC      $96,800.00
 
Six hundred two (602) companies were notified of this contract being advertised and twenty-three (23) companies requested specifications.
 
Tal-Mar Custom Metal Fabricators Corp., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.
 
The estimated cost for this contract was $95,000.00, placing the bid of $93,663.75, approximately 1.4 percent below the estimate.
 
Tal-Mar Custom Metal Fabricators Corp., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  sheet metal workers, heat and frost insulators, automobile mechanics, and carpenters.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The Affirmative Action Interim Ordinance, Appendix D, was not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Interim Ordinance.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-814-21, to Tal-Mar Custom Metal Fabricators Corp., in an amount not to exceed $93,663.75, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
 
Funds are available in Account 201-50000-634650.
