Dear Sir:
 
The District has received a request from DVG Productions, LLC ("DVG") to use a portion of the District's Silver Creek Reservoir ("Reservoir") site for activities related to filming a major motion picture titled "Catwalk", a movie based upon the best selling novel "Divergent".
 
DVG has requested to film a scene along a paved road that surrounds the Reservoir. The permit will also allow DVG to locate its equipment, tents and trailers required to film the movie and to accommodate the needs of its staff and actors. DVG anticipates the filming to begin in late June per its current schedule; however the schedule may change resulting in later filming dates.  Although the filming is scheduled to be completed within 5 days, a 10-day permit is recommended to allow for delays, inclement weather and any site clean-up activities.
 
The District's technical departments have reviewed DVG's request to film at the Reservoir and have no objections thereto, subject to certain technical conditions.
 
It is recommended that the permit fee be $7,500.00. The fee is calculated in accordance with the District's practice in issuing short-term permits to movie production companies and recognizes that access to the site may require additional security costs to the District during the permit period.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 10-day permit to DVG Productions, LLC to access and use a portion of the Silver Creek Reservoir in Franklin Park, Illinois, to film scenes for a major motion picture titled "Catwalk". Consideration shall be a permit fee of $7,500.00.
 
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the permit agreement after it is approved by the General Counsel as to form and legality.
