Dear Sir:
 
The District currently maintains a permanent easement for a 30-foot diameter construction shaft located near the Thornton Reservoir on the site of Brites Cartage, 17001 State Street, South Holland, Illinois.  The site comprises 4.4 acres and Brites Cartage has listed the property for sale at $1,300,000.00.  A photograph of the property is attached.
 
The Maintenance and Operations Department requested that the Engineering Department design and construct odor controls for the construction shaft.  Brites Cartage has recently complained about the odors.
 
In lieu of providing odor controls for the construction shaft, the Engineering Department believes it would be more feasible to purchase the property surrounding the shaft sewer.  The property is adjacent to both the Thornton Reservoir and the new gate shaft, and will become operational within the next couple of years.   In addition to serving as an odor buffer, the site could be used as a staging area for operating and maintaining the reservoir and gate shaft in the future.  Portions of the property that are not needed for corporate use can be leased to nearby industries for truck and equipment storage.
 
Accordingly, it is requested that the Executive Director recommend to the Board of Commissioners that it issue orders authorizing the General Counsel to commence negotiations with the owner of 17001 State Street, South Holland, Illinois, to purchase for District corporate purposes fee simple title to said property.  Any such transaction will ultimately be subject to the approval by the District's Board of Commissioners.
