Dear Sir:
On February 4, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 07-030-3D North Branch of Chicago River and North Shore Channel Restoration, at the North Service Area.
On November 1, 2012, the Board of Commissioners authorized a decrease of the cost estimate from $7,500,000.00 to $4,300,000.00, as reported at the meeting.
In response to a public advertisement of March 13, 2013, a bid opening was held on April 30, 2013.  The bid tabulation for this contract is:
LAKES & RIVERS CONTRACTING, INC.      $3,100,876.00
F. H. PASCHEN, SN NIELSEN & ASSOCIATES LLC      $3,245,000.00
LANE CONSTRUCTION CORPORATION      $3,857,355.02

Five hundred eighty (580) companies were notified of this contract being advertised and seventeen (17) companies requested specifications.
Lakes & Rivers Contracting, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.
The estimated cost for this contract was $4,300,000.00, placing the bid of $3,100,876.00, approximately 27.8 percent below the estimate.
Lakes & Rivers Contracting, Inc. is in compliance with the Affirmative Action Interim Ordinance Appendix D as indicated on the attached report.  The Socially and Economically Disadvantaged Individuals utilization goals for this contract are:  20 percent Minority Business Enterprise (MBE), 10 percent Women Business Enterprise (WBE), and 10 percent Small Business Enterprise (SBE) participation.
Lakes & Rivers Contracting, Inc. has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  carpenters, laborers, operating engineers, piledrivers, and truck drivers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 07-030-3D, to Lakes & Rivers Contracting, Inc., in an amount not to exceed $3,100,876.00, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds are available in Account 401-50000-645720.
