Dear Sir:
 
On May 2, 2013, the Board of Commissioners authorized the issuance of a 5-year permit to the Lockport Township Fire Protection District ("LFPD") to use the boat ramp at the Old Cargill site on Main Channel Parcel 15.05 to launch an emergency response boat and to store the boat at the Lockport Powerhouse parking lot.
 
Subsequent to the Board's May 2, 2013 meeting, the LFPD requested to construct a floating dock along the west wall of the Lockport Powerhouse to moor the boat for emergency service needs.  The boat will service emergencies along the Illinois waterways in the Lockport/Will County area and activities related to fire protection, law enforcement and training.  LFPD will be responsible for implementing safety protocols for its boats and crews.
 
There were no technical objections to amending the May 2, 2013 Board Order to allow the LFPD to construct and maintain the floating dock.  Additionally, LFPD has requested that the environmental insurance be waived under its permit as the storage of one boat along the Powerhouse wall will not pose an environmental hazard.  The Engineer of Site Remediation has reviewed this request for a waiver of environmental insurance and has no objections to a waiver in this instance. It is requested that the Board authorize a waiver of the environmental insurance.  All other standard indemnification and environmental provisions will remain in the permit agreement.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve an amendment of its May 2, 2013 Orders authorizing the issuance of a 5-year permit to the Lockport Township Fire Protection District to use the boat ramp at the Old Cargill Site on Main Channel Parcel 15.05 and to store the boat at the Lockport Powerhouse parking lot to reflect the additional use of constructing and maintaining a floating dock along the west wall of the Lockport Powerhouse in Lockport, Will County, Illinois, and waive the environmental insurance requirements.
