Contract documents and specifications have been prepared for Contract 06-158-3S Des Plaines River Intercepting Sewer Rehabilitation, SSA.
 
The purpose of this project is to rehabilitate the Des Plaines River Intercepting Sewer.
 
The project consists of the rehabilitation of 250 feet of 10" diameter vitrified clay pipe, 1,553 feet of 20" diameter vitrified clay pipe, 235 feet of 20" diameter cast iron pipe, 1,645 feet of 2'-6" diameter concrete pipe, 1,300 feet of 26"x39" semi-elliptic concrete pipe, 2,055 feet of 3'-3" diameter concrete pipe, 2,821 feet of 3'-9" concrete pipe, 3,097 feet of 4'-0" concrete pipe, 2,652 feet of 4'-6" concrete pipe, 1,112 feet of 5'-6" concrete pipe and 1,349 feet of 8'-0"x4'-6" box concrete pipe by spray-on lining system or cured-in-place pipe lining method; rehabilitation of an inverted siphon consisting of 333 feet of 6" diameter cast iron pipe and 333 feet of 8" diameter cast iron pipe; rehabilitation of 50 manholes, 12 special manholes, and 1 connection structure by the spray-on lining system; rebuilding/raising of 2 manholes; abandoning 290 feet of 20" diameter cast iron pipe and 70 feet of 12" diameter cast iron pipe; and removing/replacing 7 slide gates.
 
We anticipate the necessary right-of-way documents will be approved by the relevant parties and will be finalized prior to award.
 
The estimated cost for this contract is $10,900,000.00.
 
The bid deposit for this contract is $436,000.00.
 
The contract specifications require all work to be completed within 400 calendar days after approval of the contractor's bond. Liquidated damages are $2,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial completion and $700.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
 
The Multi-Project Labor Agreement will be included in this contract.
 
The Affirmative Action Interim Ordinance Appendix D will be included in this contract. The type of work to be performed under the contract is within the "General Construction" category for establishing Socially and Economically Disadvantaged Individuals utilization goals. The Socially and Economically Disadvantaged Individuals utilization goals for this contract are: 10% Minority Business Enterprises (MBE) and/or 10% Women Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
 
The tentative schedule for this contract is as follows:

Award      November 7, 2013
Completion      December 12, 2014
 
Funds are available in Account 401-50000-645700.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 06-158-3S.
