Dear Sir:
 
Contract documents and specifications have been prepared for underground infrastructure cleaning at various locations, at the request of the Maintenance and Operations Department.
 
The purpose of this contract is to procure services to clean various interceptors, chambers, structures, tanks, channels and reservoirs at various locations in the District's Service Area collection system. Services to be provided also include pipe jetting and video inspection. The services are to be used for cleaning, troubleshooting and unblocking various sewers and the removal of accumulated debris needed to maintain proper sewer flow and reduce the possibility of surcharging in the sewer system.
 
The estimated cost for this contract is $1,080,000.00. The estimated 2013, 2014 and 2015 expenditures are $94,400.00, $540,000.00 and $445,600.00, respectively.
 
The bid deposit for this contract is $54,000.00.
 
The Multi-Project Labor Agreement will be included in this contract.
 
The Affirmative Action Interim Ordinance Appendix D will be included in this Contract. The type of work to be performed under this contract is within the "Miscellaneous Building Construction" category for establishing Socially and Economically Disadvantaged Individuals utilization goals. The tailored Socially and Economically Disadvantaged Individuals utilization goals for this contract are 10% Minority Business Enterprises (MBE), 10% Women's Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
 
The tentative schedule for this contract is as follows:

Bid Opening      September 10, 2013
Award      October 3, 2013
Completion      December 31, 2015
 
Funds for the current year are available in Account 101-66000-612600. Funds for subsequent years, 2014 and 2015, are contingent on the Board of Commissioner's approval of the District's budget for those years.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 13-653-11.
