Authorization is requested to issue a purchase order and enter into an agreement with Moraine Valley Community College to provide workplace violence awareness refresher training for all District employees and supervisors, and separate training classes for a group of employees assigned to the District's Threat Management Team.  All classes will be completed by December 31, 2013.
 
On May 22, 2013, Request for Proposal 13-RFP-09, Workplace Violence Awareness Training was publicly advertised. Two hundred thirty-seven (237) firms were notified and thirty-six (36) requested proposal documents. On June 14, 2013, the District received four (4) responsive proposals from the following vendors:  Corporate Strategies by Skillpath; HR Solutions and Services, LLC; Medellin & Associates, Inc. and Moraine Valley Community College.
 
The proposals were evaluated by staff from the Human Resources Department and the Procurement and Materials Management Department. The criteria for these evaluations were outlined in Request for Proposal 13-RFP-09 and included:  understanding of the project, approach to work, technical competence, financial stability, cost of services, compliance with insurance requirements and submission of all necessary licenses and permits. Following the preliminary evaluation of proposals, four (4) proposers were deemed to be finalists and were interviewed on July 16, 2013. A solicitation was sent to each finalist on July 18, 2013 for an unqualified "best and final" offer. The "best and final" offers were returned to the Director of Procurement and Materials Management on July 22, 2013.
 
Based on the evaluation of proposals and interviews, it is recommended that a purchase order be awarded to Moraine Valley Community College (MVCC). MVCC received the highest technical score among the proposers and was second lowest in price. It has provided customized training solutions and professional development courses for all segments of the community, including public sector organizations since 1985. Its training team consists of a wide-range of industry professionals, OSHA and human resources professionals and adjunct faculty who are very knowledgeable about workplace violence issues. MVCC will use best practices in adult-learning methods to present the workplace violence awareness refresher training in two formats:  one-hour training for all District employees and supervisors, and two-hour training for the Threat Management Team.     
  
In view of the foregoing, it is requested that the Director of Procurement and Materials Management be authorized to award a contract to Moraine Valley Community College in the amount of $54,995.00.
Funds for the 2013 expenditure, in the amount of $54,995.00, are available in Account 101-25000-601170.
