Dear Sir:
On February 21, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids 11-839-21, Replacement of an Inverter System at the Pump and Blower House at the Calumet Water Reclamation Plant.
In response to a public advertisement of June 5, 2013, a bid opening was held on July 2, 2013.  The bid tabulation for this contract is:
     
QUALITY POWER SOLUTIONS LLC      $104,738.00
Five hundred fourteen (514) companies were notified of this contract being advertised and seventeen (17) companies requested specifications.
A review of the bid submitted by Quality Power Solutions, LLC revealed that this firm failed to meet the participation goals for a Women Business Enterprise (WBE) as required in this contract.  The goals were 13 percent Minority Business Enterprise (MBE), 7 percent WBE, and 10 percent Small Business Enterprise (SBE).
As a result, the bid submitted by Quality Power Solutions, LLC is considered non-responsive in accordance with Section 13.  Compliance Review under (a)(ii) the Director shall declare the bid submission non-responsive if a bidder failed to commit in its Utilization Plan to MBE, WBE and SBE participation equal to or greater than each of the utilization contract goals, unless the bidder submitted with its bid a request for a total or partial waiver of the goals.  Quality Power Solutions LLC did not request a waiver.
The Director of Procurement and Materials Management has notified Quality Power Solutions LLC of this action.
The contract will be re-advertised as soon as possible.
