Dear Sir:
 
Contract documents and specifications have been prepared for janitorial services at the Lockport Powerhouse and various and remote locations within the Stickney Service Area, such as the Monitoring and Research Lab, LASMA, HASMA, Stony Island, and the Ridgeland and Vulcan sites, at the request of the Maintenance and Operations Department.
 
The purpose of this contract is to provide janitorial services at various locations within the Stickney Service Area and Lockport Powerhouse for a thirty-six month period.
 
The estimated cost for this contract is $720,000.00. The estimated 2013, 2014, 2015 and 2016 expenditures are $58,000.00, $240,000.00, $240,000.00 and $182,000.00 respectively.
 
The bid deposit for this contract is $14,400.00.
 
The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the classification of work does not fall within the provisions of the MPLA.
 
The Affirmative Action Interim Ordinance Appendix D will be included in this Contract. The type of work to be performed under this contract is within the "Miscellaneous Building Construction" category for establishing Socially and Economically Disadvantaged Individuals utilization goals. The associated Socially and Economically Disadvantaged Individuals utilization goals for this contract are 10% Minority Business Enterprises (MBE), 5% Women's Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
 
The tentative schedule for this contract is as follows:

Bid Opening      October 8, 2013
Award      November 7, 2013
Completion      December 31, 2016
 
Funds for the current year are available in Accounts 101-66000/69000-612490. Funds for the subsequent years, 2014, 2015 and 2016, are contingent on the Board of Commissioners' approval of the District's budget for those years.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 13-970-11.
