On February 2, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 91-177-DE Distributed Control System for Westside Pumping Station & Racine Avenue Pumping Station, SSA, to Divane Brothers Electric Company, in an amount not to exceed $9,788,932.00.  The scheduled contract completion date is October 19, 2013.
 
As of July 12, 2013, the attached list of change orders has been approved.  The effect of these change orders resulted in a decrease in an amount of $37,557.00 from the original amount awarded of $9,788,932.00.  The current contract value is $9,751,375.00.  The prior approved change orders reflect a 0.38% increase to the original contract value.
 
This contract includes installation of a distributed control system (DCS) at the Westside Pumping Station at Stickney Water Reclamation Plant.  The contract documents require the contractor to install DCS remote input/output (RIO) hardware inside the existing programmable logic controller (PLC) cabinets near each of the seven main sewage pumps (MSPs).  Under CCO-002 (previously approved at Board Meeting on May 2, 2013), the contractor has been directed to eliminate the installation of the RIO hardware in the existing PLC cabinets and connect all DCS signals at a higher elevation. Since the PLC cabinets are no longer required, this change order will remove the abandoned single bay PLC cabinets near each MSP to reduce clutter and allow proper access for maintenance of equipment.  The abandoned PLC cabinets for MSPs 4 and 5 are double bay cabinets where half was designated for use as a RIO cabinet and the other half was designated to be re-used as the new local control panel for the respective MSP.  To further reduce clutter on the pump floor, it was decided to remove the large double bay panels and replace them with new smaller control panels similar in design to the new control panels provided near the other five MSPs.  The credit is for not modifying the doors of MSPs 4 and 5.  The contractor submitted a revised cost proposal (CCO-004) for an extra in the amount of $40,439.00 and a credit in the amount of $1,254.00, for a net extra in the amount of $39,185.00.  The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence 136, that the Engineering Department would recommend its approval.
 
This change order is in compliance with the Illinois Criminal Code since the change is germane to the contract.
 
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 91-177-DE in an amount of $39,185.00 (0.40% of the current contract value), from an amount of $9,751,375.00, to an amount not to exceed $9,790,560.00.
 
Funds are available in Account 401-50000-645650.
