Dear Sir:
 
Contract documents and specifications have been prepared for Contract 04-015-2V Storeroom Building Expansion, Terrence O'Brien Water Reclamation Plant. The District is required to provide inventory space per GS Directive 02-3, Inventory Policy.
 
The purpose of this project is to increase storage space of storeroom and add office space.  This project will include a recessed loading dock for semi-trailers, which is not available at present and is needed.  This project will also include a separate Used Oil Storage Facility to adequately provide covered protection and containment of the oil spills.
 
The project consists of the following:
 
1.      3,800 gross square feet of additional floor space, with 2,660 square feet for storage, and 1,140 square feet for offices and break room.  The open office is for five (5) employees with standard modular cubicles and also a private office for the Storeroom Supervisor.  Also, a break room serving the Storage Building personnel is provided.
 
2.      A single bay loading dock, which shall be partially covered to protect goods during unloading.  The bay shall be for semi-truck unloading and shall include a hydraulic dock leveler with a capacity of 30,000 pounds, a locking device and weather seals.
 
3.      The roof of the Storeroom Annex (the second addition to the facility done under Contract 86-012-2D) will be replaced.
 
4.      Roadway expansion will be required for the semi-trailer.
 
5.      Used Oil Storage Facility will be provided separately from the Storeroom Building Expansion.
 
The estimated cost of the project is $2,150,000.00.
 
The bid deposit for this contract is $107,500.00.
 
The contract specifications require all work to be completed within 365 calendar days after approval of the contractor's bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified time for completion of the entire work.
 
The Multi-Project Labor Agreement will be included in this contract.
 
The Affirmative Action interim Ordinance Appendix D will be included in this contract.  The type of work to be performed under the contract is within the "General and Heavy Construction" category for establishing Socially and Economically Disadvantaged Individuals utilization goals. The Socially and Economically Disadvantaged Individuals utilization goals for this contract are: 20% Minority Business Enterprises (MBE), 10% Women's Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
 
The tentative schedule for this contract is as follows:

Completion       November 21, 2014
 
Funds are available in Account 201-50000-645680.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 04-015-2V.
