Dear Sir:
 
On September 6, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, 12-411-11 Furnish and Deliver LED Luminaries for the Main Office Building Complex.
 
In response to a public advertisement of November 7, 2012, a bid opening was held on November 27, 2012.  The bid tabulation for this contract is:
 
W. W. GRAINGER, INC.      $52,503.78
TOWER TECHNOLOGIES, LLC, D/B/A URE      $61,659.64
GRAYBAR ELECTRIC CO.      $66,888.54
REVERE ELECTRIC SUPPLY COMPANY      $68,892.00
NEHER ELECTRIC SUPPLY, INC.      *$131,457.60
HELSEL-JEPPERSON ELECTRICAL, INC.      $133,654.67
PRODUCTION DISTRIBUTION COMPANIES      *$133,901.84

Seven hundred eighty-one (781) companies were notified of this contract being advertised and forty-five (45) companies requested specifications.
 
A review of the bid document revealed a requirement to deliver all items on this contract prior to December 31, 2012, after award of contract and issuance of a purchase order.  The low bidder, W. W. Grainger, Inc., informed the District that they can not comply with the delivery requirements.  The items are not off the shelf stock and need to be ordered.  The second low bidder could not confirm if they can deliver all items by the end of the year.
 
Therefore, the contract is being rejected in the public's best interest.  The Director of Procurement and Materials Management has informed all bidders listed above of this action.
