Dear Sir:
On October 4, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-003-11, furnish and deliver laboratory tubing and gloves to various locations for a one (1) year period, beginning approximately January 1, 2013 and ending December 31, 2013.
In response to a public advertisement of October 17, 2012, a bid opening was held on November 13, 2012. The bid tabulation for this contract is:

Three hundred and two (302) companies were notified of this contract being advertised and thirty-three (33) companies requested specifications.
Indelco Plastics Corporation, the lowest responsible bidder for Group A, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group A of this contract is $12,500.00, placing the total bid of $11,624.00, approximately 7.0 percent below the estimate.
M.G. Scientific, Inc., the lowest responsible bidder for Group B, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group B of this contract is $58,000.00, placing the total bid of $54,736.40, approximately 5.6 percent below the estimate.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.
The Affirmative Action Interim Ordinance Appendix D is not included in this contract because it is primarily a furnish and deliver contract.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-003-11, Group A, to Indelco Plastics Corporation, in an amount not to exceed $11,624.00, and Group B to M.G. Scientific, Inc., in an amount not to exceed $54,736.40.
Purchase orders will be issued for the material as required. Payment will be based on the unit cost as indicated in the contract documents. No bid deposit is required for this contract.
Funds are available in Account 101-20000-623570.
