Dear Sir:
 
On September 6, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-656-11 Contingent Services to Repair and Improve Rockwell TARP DCS Computer Systems and Allen-Bradley Equipment in the Stickney, Kirie and Calumet Service Areas.
 
In response to a public advertisement of November 14, 2012, a bid opening was held on December 4, 2012.  The bid tabulation for this contract is:
 
WESCO DISTRIBUTION INC., D/B/A ENGLEWOOD       *$221,820.00
      ELECTRICAL SUPPLY COMPANY
 
Nine hundred six (906) companies were notified of this contract being advertised, and ten (10) companies requested specifications.
 
The Director of Procurement and Materials Management has reviewed the bidders' list for this contract, and is satisfied that the market for this service has been adequately solicited.  A planholders' survey revealed the following reason for not bidding:  could not provide a competitive bid, could not meet the 24 hour response time and currently have exceeded their bonding capacity with other jobs.  In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
 
Wesco Distribution Inc., d/b/a Englewood Electrical Supply Company, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $250,000.00, placing the total bid of $221,820.00, approximately 11.3 percent below the estimate.
 
The Multi-Project Labor Agreement (MPLA) is not included in this contract due to the specialized nature of the work.  Any trade work required will be performed by District trades.
 
The Affirmative Action Interim Ordinance Appendix D was not included in this contract due to the limited number of potential bidders.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-656-11, to Wesco Distribution Inc., d/b/a Englewood Electrical Supply Company, in an amount not to exceed $221,820.00, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
 
Funds for the 2013 expenditure in the amount of $133,016.00 are available in Accounts 101-67000, 68000, 69000-612600, 612650.  The estimated expenditure for 2014 is $88,804.00.  Funds for the 2014 expenditures are contingent on the Board of Commissioners' approval of the District's budget for that year.
